今日の「気になる語法」はrelate。
高校生だと、和文英訳でも英文ライティングでも、動詞として時制を持つ使い方をしている人は少ない印象です。
私が唸ったのは、長谷川 潔 『新研究英作文』（旺文社、1979年）の解答例の英語(p.123)。

例題108
自分の体験を目のあたりに見えるように生き生きと話してくれる人は実に少ない。（立命館大）
（中略）
訳例
Very few people can relate their own experiences so vividly that we feel as if we were observing them with our own eyes.

「話してくれる」に対応する英語表現として can relate (or tell us) という語句を示しているところが秀逸。

動詞としてのrelateの語義の肝は、上述のtellと､もう一つはconnectといえるでしょう。
上述のrelate≒tellの語義はOALDだとformalな表現とされています。

  • 2 (formal) to give a spoken or written report of something; to tell a story

そこであげられている用例は以下の通り。

Then he related a story about his days working in a research laboratory.
She relates her childhood experiences in the first chapters.
He related the facts of the case to journalists.
She related how he had run away from home as a boy.
The story relates that an angel appeared and told him to sing.

この語義はCambridge Academic Content Dictionaryでは、

  • to tell a story or describe a series of events

となっています。

追記：
今はなきマクミランの米語版MED(2002年）では次のような定義と用例。
formal
to tell someone about something that has happened or what someone has said:
Phillip began to relate the horrors of his childhood.

もう一つの語義のconnect系は、relate to という形で使われている例を見聞きすることが多いでしょう。
CACDだと、次の定義。

  • to be connected with something, or to show that something is connected with something else

OALDの定義と用例は以下の通り。

OALDで句動詞扱いのrelate toの語義には幅があるので注意が必要。

古い句動詞辞典を見てみると、『ロングマン句動詞辞典』（1983年) では､語義を分けています。

5 to have a friendly, understanding, and sympathetic relationship with (someone): [T1 (usu. simple tense)] A good teacher is one who can relate to the students, not one who has a lot of information/

このブログの後日談の後日談。
一年までは遡りませんが、昨年度の定期試験作問の振り返りで､英語の語法を取り上げていました。過去ログはこちら。

その時にターゲットとなったのは、focusという動詞に由来する分詞の表現。

  • focusing on
  • focused on

が名詞の後置修飾や、付帯状況などで用いられる際の選択とその背景について考察したものでした。

twitterから最近の実例を。

"focus on" の分詞としての使い方。

  • ing形か -ed/en形か？

「絞り込み」の意味はそれほど難しくないけれど、
「Aに焦点を当てて」という付帯状況を表す（または名詞の後置修飾の）際に、
focused on A
と
focusing on A
の選択と、その根拠ともいえる両者の異同は､正直、なかなかに説明が難しい。

元ツイの英文はこのようになっています。

サンフランシスコのハンターズポイント造船所における放射性元素の長期にわたる浄化作業が最終段階に入り、沖合の「有毒ホットスポット」に焦点が当てられる。

名詞の後置修飾ではなく、結果の分詞構文や、付帯状況的な使い方ですね。

この過去ログで "focus on" の類例として取り上げた表現に relate to由来のrelating toとrelated toがあったのですね。
まずは relating to の例を見てみましょう。

この -ing形と -ed/en形の選択とその背景を、「自動詞」「他動詞」の区別だけで説明するのは結構大変です。文全体の主語、主題も考え合わせて、形合わせを選択することになるでしょうから。

辞書によっては、related (to)を形容詞扱い、relating to を前置詞扱いしています。

Anything relating to maths is a complete mystery to me.

現代の英語ニュースのコーパスであるNOWで見ようと思っても、-edが過去形で時制を持つ例がノイズとなるので、それを排除して比較する必要があります。

動詞の目的語となる名詞のcaseの後置修飾（となるであろう）例（と思しきもの）。

前置詞に続く名詞caseのチャンクとして。

名詞matterが動詞に続く環境。

名詞matterが前置詞の目的語の環境。

名詞 disputeが動詞の目的語になる場合。

disputeの名詞チャンクが前置詞の目的語になるもの。

ここまでの例では、-ing形も -ed/en形ともにそれなりの頻度で見られるもの。
一方､次にあげる名詞 questionでは、実例の多くが -ed/en形となっています。

この related toが後続するのが優勢な名詞の類例としては、

  • problem や decision　

があります。

追記：
そうは言っても、実際には名詞 problem(s) の後置修飾でrelating to が用いられることもあります。
以下は､今はなき「センター試験」の2010年の追試で出題された英文から。
Over the years, the G8 has addressed many different issues. The main topic at early summits was the global economy. In the early 1980s, leaders also discussed political issues such as the Cold War, and from the end of the 1980s, topics included problems relating to the environment and health. Thus, the scope of the topics taken up in the summits has broadened.

過度の単純化とならないように、一つ一つ見ていく必要があるでしょう。

最後に、大学入試の素材文から。 -ing形の例と、 -ed/en形の例をみておきましょう。
relating to の例。

In the Resuscitation Council’s guidelines on conducting an ABCDE assessment, the section relating to exposure ― the examination of the skin and the body as a whole ― comprises just two sentences. Breathing consists of twelve paragraphs, circulation nineteen.
ABCDEアセスメントの実施に関する蘇生協議会のガイドラインでは、曝露に関するセクション（皮膚と身体全体の検査）はわずか2つの文章で構成されている。呼吸は12段落、循環は19段落で構成されている。

related to の例

Accepting the existence of dark matter would solve many apparent problems related to the study of the universe. Scientists have come up with many ideas to explain dark matter, and then they 12come up with ways to search for dark matter particles. As researchers conduct experiments and do tests, many of these ideas get ruled out.
